what is the best way to progress with passing off my weaker hand as a scrum half?

Unfortunately there is no other way than practise.
Richard Hill the ex England scrum half would be the first to admit he did not have a natural pass off either hand so he used to do 200 passes off each hand each day!

Practice makes perfect they say. Simon's definitely right, but in the mean time don't be afraid to orient your body to use your strong hand to either side. On fast ball, you should be able to scoop it up, clear the ruck, and let it fly. While on slow ball, get your dominant foot in front of the ball, put your rear toward the ruck, open up with your other foot and use your dominant hand.
